It would be wrong to say that the neutral point’s voltage is zero. There is some voltage that is negligible. Zero is assumed relative to the surroundings. what’s the reason?

Well, what would you do if you were allowed to calculate the voltage of a point in a circuit?

Sometimes the Neutral & Earthing body may or may not be together. Particularly, the substations have neutral point earth so that the system does not overflow. And we use the 2pin plug where the same wire is used for Neutral & Earthing and the 3 pin plugs have a Neutral & Earthing War.

Where is the difference of Surge Arrester with Earthing?

There is no difference between Arthur and Surge Arrester. It’s a kind of Grounded Surge Arrester.
There are some types of surge arrests that have no connection to the ground. So not all Earthing Surge Arresters but all Surge Arrester Arthur’s.
